Overview of Assessment Validation

Training Organisations manage many obligations after becoming registered, like yearly declarations, AVETMISS compliance, and marketing adherence. Among these tasks, validation of assessments is particularly challenging. While validation has been covered in multiple articles, let's return to the basics. The Australian Skills Quality Authority identifies assessment review as a quality review of the assessment procedure.

Essentially, assessment validation is concerned with identifying which parts of an RTO’s assessment procedures are effective and which need improvement. With a proper grasp of its key aspects, validation becomes less daunting. According to Clause 1.8 of the 2015 Standards for RTOs, RTOs must ensure their assessment systems, including RPL, comply with the training package requirements and are conducted according to the Principles of Assessment and Rules of Evidence.

The standards require two types of validation. The initial type of assessment validation checks conformity with the requirements of the training package within your organisation's scope. The other type verifies that assessments adhere to the Principles of Assessment and Rules of Evidence. This implies that we perform validation pre- and post-assessment. Two Types of Assessment Validation

- Assessment Tool Validation: Referred to as pre-assessment validation or verification, pertains to the first part of the regulation, aimed at ensuring all unit requirements are met.
- Post-Assessment Validation: Involves the implementation, ensuring Registered Training Organisations conduct assessments in line with the Principles of Assessment and Rules of Evidence.

Steps to Conduct Assessment Tool Validation

Timing for Assessment Tool Validation

The aim of assessment tool validation is to ensure that all aspects, performance standards, and evidence of performance and knowledge are addressed by your evaluation tools. Therefore, whenever you obtain new learning resources, you must conduct validation of assessment tools before allowing students to use them. There's no need to wait for your next 5-year cycle validation schedule. Check new materials right away to verify they are appropriate for students.

Nevertheless, this isn't the only time to perform this type of validation. Conduct assessment tool validation also when you:

- Revise your resources
- Expand with new training products on scope
- Evaluate your course with training product updates
- Identify your learning resources as a risk during your risk assessment

The Australian Skills Quality Authority employs a risk-based approach for regulating RTOs and expects regular risk assessments. Therefore, student complaints about learning resources are an ideal time to conduct assessment tool validation.

Identifying Training Products for Validation

Bear in mind that this validation ensures conformity of all learning resources before use. All RTOs must validate training products for each subject unit.

Resources Required for Assessment Tool Validation

To validate your assessment tools, you will need the complete set of your educational resources:

- Mapping Resource: The first document to review. It identifies which assessment tasks meet subject requirements, helping with faster validation.
- Learner Workbook: Ensure it is suitable as an assessment tool during validation. Check if directions are clear and input fields are sufficient. website This is a common issue.
- Assessor Guide/Marking Guide: Also check if directions for evaluators are sufficient and if clear standards for each evaluation item are provided. Clear standards are crucial for reliable evaluation results.
- Supplementary Resources: These may include evaluation checklists, evaluation registers, and forms created separately from the learner workbook and marking guide. Validate these to ensure they match the assessment activity and meet course unit requirements.

Assessment Validation Panel

Standard 1.11 specifies the requirements for members of the validation panel. It states assessment validation can be performed by one or more people. However, RTOs usually ask all trainers and evaluators to participate, sometimes including field experts.

Collectively, your validation panel must have:

- Workplace Competencies and Current Professional Skills relevant to the validated unit.
- Current Knowledge and Skills in Vocational Training.
- Either of the following certifications for training and assessment:
- TAE40116 Certificate IV in Training and Assessment or its successor.

Principles Guiding Assessment

- Impartiality: Is the assessment process fair and equitable for all candidates?
- Versatility: Does the assessment offer various options to demonstrate competence based on different needs and preferences?
- Relevance: Is the assessment relevant to the skills and knowledge it aims to evaluate?
- Reliability: Are the assessment results consistent regardless of who conducts the training?

Evidence Rules

- Relevance: Does the evidence demonstrate that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
- Completeness: Is there enough evidence to ensure that the learner has the skills and knowledge required?
- Originality: Does the evidence confirm the originality of the candidate's work?
- Currency: Are the assessment tools based on current units of competency and up-to-date industry practices?

Important Factors in Assessment Validation

Pay attention to the tasks in the unit requirements and ensure they are addressed by the evaluation task. For example, in the unit CHCECE032 Baby and Toddler Care, one performance criteria asks students to:

- Perform diaper changes
- Prepare bottles, bottle feed babies and clean equipment
- Prepare and give solid food to babies
- Respond to baby signs and cues properly
- Prepare babies for sleep and help them settle
- Supervise and support age-appropriate physical activities and motor development

Common Pitfalls

Asking students to describe the nappy-changing process for babies under 12 months old does not meet the unit requirement. Unless the unit criteria is meant to assess underpinning knowledge (i.e., evidence of knowledge), students should be carrying out the tasks.

Mind the Plurals!

Pay attention to the frequency. In our example, one of the unit requirements of CHCECE032 Baby and Toddler Care requires the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just one baby does not fulfill the requirement.

Full Competence or Not Competent

Pay attention to itemized requirements. As mentioned earlier, if students only complete half the tasks, it’s non-compliant. Each assessment item must cover all criteria, or the student is incompetent, and the assessment method is not compliant.

Be Specific!

Each evaluation task must have clear and specific standard answers to guide the assessor’s evaluation on the student’s competence. Therefore, it’s crucial that your instructions do not baffle students or evaluators.

Avoid Double-Barrelled Questions

Not using double-barrelled questions makes it simpler for students to respond and for assessors to accurately assess student competence.

Assurance During Audits
